Steam offers multiple library folders, and you can choose where you want to install games when you download them. This process can save you from downloading tens or even hundreds of gigabytes of game data all over again, just because you got a new SSD and want to move a few games.

Next time you download a game you can choose where to put it. So, as long as you have enough storage space available, it definitely makes sense to install your games on an SSD. If you've been using Android for years, this should be obvious to you. The Downloads folder is the default download location for programs, images, and other files downloaded from online. It's important to keep track of that folder because it can fill up fast.
If you delete a picture or a document from the Downloads folder unless you've moved it somewhere else, it will be deleted. Your Steam Apps folder is where most games from Steam install.

Are you uninstalling your games using the Steam client and not simply just "deleting" the files like you seem to suggest here?
There is "uninstalling" and then there is "deleting" and they are not the same. The games may be trying to update themselves if you are trying to delete files yourself that way. The Steam client from your library has a "delete local game content" tab in your game properties window so is that how you are uninstalling the games?
